New China Adoption Policy Changes to Go into Effect in Late 2011
Rainbow Kids is reporting the specifics of the information that US adoption agencies have reportedly received from the CCAA. See the link for changes in reference letters, psychological reports, and 12 hours of pre-adoption training will occur pre-placement.
There is also added post-placement requirements. A total of six reports will need to be submitted after the adoption. The reports will be due at 1 month, 6 months, and 12 months. Additional reports will be due at 2 years, 3 years, and 5 years after the adoption (unless the child turns 18 years old before the report is due).
These new post-placement requirements will apply to all families who receive their Travel Approval after August 1, 2011, according to Rainbow Kids.
CCCWA
On March 26th, a ceremony occurred to celebrate the name and function change of the China Center of Adoption Affairs (CCAA ). The agency is now called China Centre for Children’s Welfare and Adoption (CCCWA). The major functions of CCCWA include: responsible for inter-country adoption work entrusted by the central government; responsible for the development, management and maintenance of the National Children’s Welfare Information Management System; carrying out work related to child welfare and domestic adoption; other tasks authorized by the Ministry of Civil Affairs.

Electronic Equipment Donations
It is important to note who donated equipment for the new information management system that also tracks children in the new waiting children program. Back in December 2010, the US adoption agency and JCICS Member Children’s Hope International was one of the two major donors of computer equipment of “ 60 sets of electronic equipment this time, making the total number 381. CCAA have distributed these to local welfare institutes, who use the equipment to work on the online special needs program and help more orphaned and disabled children find families. Many hard-to-place children were able to find families through this program.”
