A Snapshot of a Broken New York CPS System-Child Death
A 2024 case has come to light.
From De Witt, New York, former foster child Rykelan Brown,4, died on May 29, 2024.
“Joshua Emmons [Rykelan’s father], 27, pleaded guilty today in Onondaga County Court to first-degree manslaughter for killing Rykelan in May of last year.”
Joshua “admitted in court to beating his son to death.“
“He had also been charged with second-degree murder but offered to plead guilty in exchange for a sentence of 25 years in prison.”
“Emmons was awarded custody of the child by Cortland County social services just two months before he killed him.
A syracuse.com investigation revealed that Emmons previously was convicted of brutally beating a different little boy in 2019, and was the subject of at least two more recent complaints about abuse in Cortland County, according to interviews with people familiar with the case, court documents, text messages, photos and audio transcripts obtained by syracuse.com.
Cortland County officials have declined to answer any questions about why the little boy was placed with his father.” 🙄
“Emmons initially told police that the child had fallen down the stairs of his DeWitt home. But they later found that he beat Rykelan to punish him and hit him so hard he caused the child’s brain to hemorrhage. Rykelan was in a coma for three days until his death May 29, 2024.”
“Onondaga County Assistant District Attorney Ariana Pastorello said Rykelan’s injuries made it clear that he’d been beaten. He had fingernail marks in his side from where Emmons squeezed him, his retinas were blown and his brain hemorrhaged from the beating.
After he pleaded guilty and agreed to a 25-year sentence, Emmons asked that County Court Judge Mary Anne Doherty consider releasing him until his sentencing Sept. 16. She denied that.”[Wow! That takes some balls to ask to be released!🫣]
