How Could You? Hall of Shame-Ezil Otis

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From Placer County, California, “foster father” or “guardian” Ezil Otis, 46, “will spend the rest of his life in prison after a judge sentenced him to 100 years to life for sexually abusing two children, according to the Placer County District Attorney’s Office.

The DA’s office said that Ezil Otis, 46, was sentenced Feb. 26 after a jury found him guilty of multiple counts of lewd and lascivious acts involving children under 14.

Prosecutors reported that the abuse happened between August 2020 and November 2021 and targeted two vulnerable victims, including one who is developmentally delayed. Evidence at trial showed Otis repeatedly assaulted a young boy and later abused an 11-year-old neighbor girl who had been left in his care.

Authorities said in a press release that the case surfaced after the boy, while in foster care, began showing aggressive behavior toward other children, leading to disclosures of the abuse.

In the press release, the DA’s office said that investigators later discovered Otis was a registered sex offender with a prior conviction for a serious sexual assault involving an adult.

Despite that history, prosecutors said he continued putting himself in positions of trust with children.[How?]

A judge ordered consecutive sentences totaling 100 years to life, citing the severity of the crimes and the lasting trauma inflicted on the victims, the DA’s office reported.

“We hope victims will continue to find the strength to come forward and use their voice,” said the prosecutor on the case. “Due to their courage, the cycle of abuse can be stopped and future harm prevented. Our office is here to support them through the process and seek justice on their behalf. We will continue to pursue the strongest possible outcomes to protect our community’s most vulnerable.”

Under California law, Otis could still be eligible for parole consideration later in life under elder parole provisions.

The case was prosecuted by the Placer County District Attorney’s Office with assistance from the Placer County Sheriff’s Office and other local agencies.”
