HR 9131 & H.R. 9132: Protecting Kids from CREEPS act and Preventing International Surrogacy Exploitation Act

“Midstate Congressman Scott Perry (R-PA10) introduced two bills he said would prevent child exploitation in the surrogacy system.
One bill would prohibit surrogacy agencies from entering into agreements with sex offenders. While federal law prohibits sex offenders from adopting children, the rules don’t extend to surrogacy, where they are treated as a child’s birth parents. Surrogacy also avoids the rigorous oversight that comes with adoption.
Perry’s bill would impose penalties on surrogacy agencies that work with sex offenders.[HR 9131]
The lawmaker also proposed a bill banning foreign nationals from obtaining a child through surrogacy in the United States.[HR 9132]
Several Republican lawmakers co-sponsored the bills. Perry referred the legislation to the House Judiciary Committee.”
