How Could You? Hall of Shame-Kandice Thompson

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From Anson, Texas, foster mother Kandice Thompson, 60, “accused of locking a disabled 22-year-old in a dog kennel was arrested, the Anson Police Department said.

The foster mother’s neighbor, Justin Anderson, said he confronted the foster mother after continuously hearing the cries of the young woman trapped in the kennel.

Anderson recorded a video of the confrontation on Nov. 22 [2025], in which the young woman can be heard crying and calling in distress.

“I get home and I hear someone screaming like that,” Anderson said during the incident. “Look at your face. You hear that precious child.”

“The foster mother, Kandice Thompson, was arrested on multiple felony warrants, including aggravated kidnapping, injury to a disabled person with intentional serious bodily injury and unlawful restraint, Nexstar affiliate KTAB reported.

The video taken by Anderson showed him conversing with the girl, asking how many times she had been locked in the kennel. She replied, saying “a lot.”

The Anson Police Department said the victim was “removed from the unsafe environment and is receiving appropriate care and protective services.””

“Anson Police Chief Daniel Graziose confirmed, “Officers responded and they located a 22-year-old female locked in the backyard of the residence.” At the time of the arrest, two adult foster children were present in the home.

When questioned by neighbors, Thompson allegedly justified her actions by claiming the woman was “urinating everywhere and tearing her house up.” Another neighbor, Marcia Bailey, expressed her disbelief, stating, “It’s just amazing what somebody who’s in charge of disabled, mentally challenged girls will do to them, I don’t understand.”

Thompson and her late husband, a former Anson police chief, had fostered over 50 children together before his passing in 2020. The investigation remains active, with the victim now safe and Thompson in custody facing multiple felony charges. Chief Graziose emphasized the seriousness of the situation, saying, “For the city of Anson, we take it very serious, and we’re serious about protecting, especially our most vulnerable, citizens.””

“The Texas Department of Family Protective services wanted to clarify that the Thompsons did not foster any children through their organization and were likely involved with another program.”

“KTAB and KRBC also confronted Thompson, who has bonded out of jail and was home Monday, about the allegations.”
